Près de quarante après les lois de décentralisation, l’intervention de l’État social n’a sans doute jamais été aussi forte dans les territoires, que ce soit en matière de lutte contre les exclusions, d’intégration des migrants ou d’accès au logement pour les plus précaires. Pourtant, les services déconcentrés de l’État en charge de ces politiques sont à un tournant. Après trois réformes en dix ans et une perte de près de 30 % de leurs effectifs, ils sont confrontés à de nombreux défis pour relever les commandes de donneurs d’ordre multiples. Après un retour historique qui tente d’analyser les faiblesses tendancielles de l’administration sociale de l’État dans les territoires, l’auteur dresse un état des lieux des chantiers à accomplir en termes de gestion des emplois et des compétences, de rénovation des référentiels professionnels ou encore d’animation de réseau.

Nearly forty years after the decentralization laws, the intervention of the social State has probably never been so strong in the territories, whether in the fight against exclusion, the integration of migrants or access to housing for the most precarious. However, the deconcentrated State services in charge of these policies are at a turning point. After three reforms in ten years and a loss of nearly 30% of their staff, they are faced with numerous challenges in meeting the orders of multiple clients. After a historical review that attempts to analyze the weaknesses of the State’s social administration in the territories, the author draws up an inventory of the challenges to be met in terms of job and skills management, the renovation of professional references and network management.
