Le RSA est une prestation sociale destinée à soutenir les ménages les plus pauvres couplée à un soutien à l’insertion professionnelle ou sociale. L’accès à cet accompagnement est un droit qui implique en retour un devoir pour le bénéficiaire : le non-respect des démarches est passible de sanctions sous la forme de réduction ou de suspension du versement du RSA. Cet article évalue l’effet de l’envoi d’un message d’avertissement de réduction de l’allocation adressé à l’allocataire sur ses démarches d’insertion vers l’emploi et son maintien dans le dispositif du RSA. Les résultats montrent que l’avertissement augmente la participation aux démarches d’insertion et les sorties du RSA. L’effet de l’avertissement apparaît d’autant plus important sur la participation aux démarches que les allocataires sont éloignés du marché du travail.Classification JEL : D02, I3, J24, M38.

The RSA is a social benefit designed to support the poorest households, coupled with support for professional or social integration. Access to this support is a right which in turn implies a duty for the beneficiary: failure to comply with the procedures is subject to sanctions in the form of reduction or suspension of the RSA payment. This article evaluates the effect of sending a warning message to the recipient about the reduction of the allowance on his or her efforts to find employment and his or her maintenance in the RSA program. The results show that the warning increases participation in the integration process and exits from the RSA. The effect of the warning on participation appears to be higher when recipients are distant from the labor market.
