New European attempts of reconquest and of monarchization of Latin America change lead South American Governments to organize the second American Congress of Lima in 1864. The Assembly produced several treaties, attempted to mediate in the Spanish South-American War and encouraged the spread of Americanism as a defense mechanism. This article identifies the contributions of Justo Arosemena and the book he published at the beginning of the Congressional proceedings, as well as the place of its unionism in the general context of his constitutional doctrine.
