Their needs and the dependency their disability creates are cumulative: the legal framework and professional culture sometimes introduce incredibly irrational constraints on the delivery of the simple, coordinated care plans they need. “Delegation of care” is the strongest and most relevant response legislation offers to voluntary organizations’ demands for independent living, although the term “delegation” is not legally appropriate.
