The benefits paid to dependent disabled and elderly people to help them keep their autonomy cost the French departmental authorities nearly 6 billion euros a year. Whilst the health insurance system covers treatment, autonomy allowances are more targeted at the care aspects. But while these concepts, and hence the ways they are funded, must be clearly distinguished from one another, there is always some overlap between them. Distinguishing between these two types of service is therefore a crucial challenge.
