<br/><br/> RésuméDepuis bientôt vingt ans, la Somalie est emportée par un tourbillon de violences, face auxquelles tant les leaders locaux que la communauté internationale se découvrent largement impuissants. Mêlant inextricablement causes internes, propres à l’histoire et à la structuration sociopolitique du pays, et interventions étrangères, pas toujours heureuses, la situation somalienne est aujourd’hui à ce point bloquée que d’une part aucune sortie de crise convaincante ne se dessine à court terme et que, d’autre part, les acteurs extérieurs peinent à y adapter leurs modes de faire.  For nearly two decades Somali has been facing a whirlwind of violence that, for the most part, both local leaders and the international community find difficult to control. Certainly, the inextricably entangled web of internal causes, deeply rooted in history and the country’s socio-political structure, and the sometimes disastrous foreign interventions have blocked the situation to a point that it is difficult to foresee in the short term any kind of exit route from the Somalian crisis, or how international institutions could manage to build and implement more appropriate strategies.
