N2  - An end to "autocratic" government and the intervention of politicians in teachers’ career development was the main demand of teacher representatives in the local primary education councils set up by the Third Republic. The teacher associations were the first to take this stance, followed by the first unions. Since the solution of joint committees could not be agreed, these organisations advocated the setting up of "collaboration" between their representatives and representatives of the government, in advisory committees whose remit was to organise the movement and promotion of teachers. This collaboration was soon established in several départements, but its rollout across the country was very gradual. The ministerial decrees of 1911(Théodore Steeg), 1925 (Anatole de Monzie) and 1937 (Jean Zay) were important milestones in its implementation and further development. This process greatly increased the influence of the National Union of Primary School Teachers in the profession
