Nul ne contestera que l’appareil de l’État moderne est aujourd’hui fatigué, sinon usé. Les principes fondamentaux qui en constituent le socle sont remis en question, dans les faits comme dans la doctrine. Cette suspicion s’enracine dans les défaillances du système intellectuel qui a naguère promu l’avènement de l’État. L’affaire est grave : à notre époque, ces défaillances provoquent dans l’édifice étatique des craquements mortifères en quoi s’effritent les maîtres concepts de la pensée politique moderne. La question est de savoir si ce « déclin » généralisé est un accident de l’histoire ou un inexorable destin.

No one will contest that the modern State apparatus is tired today, no to say jaded. The fundamental principles constituting its foundation stones are questioned, in facts as well as in doctrine. This suspicion has its roots in the shortcomings of the intellectual system which formerly promoted the advent of the State. The issue is serious: nowadays, these shortcomings are creating in the State fabric deadly rips through which the main concepts of modern political thought are falling apart. The question is to decide if this spreading "decline" is an accident of history or an inexorable destiny.
