Non-Take-Up of Unemployment Insurance Systems with Active Labor-Market Policies

In July 2001, France introduced a more generous unemployment-insurance system. Persons registered at the National Employment Agency (ANPE) at the time of the reform could choose between staying in the former system and switching to the new one. Our paper examines the selection issue and seeks to rationalize non-participation in the new system. For this purpose, we measure the non-take-up rate and characterize the staying and switching populations. We estimate the non-take-up rate and identify the staying population by applying defective duration methods to ANPE records. The estimated non-take-up rate is low but significant. Stigma, informational issues, and expectations of short unemployment spells are found to explain non-participation.
