Territory-level mobilization would enable us to take a step forward in the reform of our health care system. It is important that all residents have access to the health care system in their area. We advocate, first, the creation of a general interest service associating public health structures, non-profit establishments, and general practitioners in sector 1; and second, the attribution of health competence to local authorities. We want the state to guarantee this general interest service and allow greater freedom of action in the territories. The state defines the framework for health policy, with national and regional health plans. Local authorities are mobilized to organize access to health care and implement preventive actions tailored to their populations.
