The progress of the 2017–2022 five-year period in terms of prevention

Prevention was identified as a priority at the beginning of 2018. In view of the upcoming presidential elections, it seemed important to take stock of public health policies in this area, knowing that they have been disrupted by the ongoing COVID-19 pandemic. Vaccine policies have characterized the five-year period. The fight against tobacco has continued and made progress, with the price of tobacco increasing to €10 per pack. On the other hand, the policy against excessive alcohol consumption is very difficult to implement under the pressure of the lobbies. In terms of nutrition, France has adopted a fourth National Nutrition and Health Plan and continued the rollout of the Nutri-Score system, which has already been adopted by six European Union countries. But there is still no regulation of the advertising and marketing of foods based on their nutritional quality. Policies on sexual health, the health-environment relationship, and the first 1,000 days of life, as well as the setup of the health service and the move to 80 kmh, are also analyzed. The Tobacco Control Fund, which became the Addiction Control Fund, represents a model of taxes that can be used to fund “prevention.” When will such a fund be created, financed by taxes on alcohol, gambling and betting, and products high in fat, salt, and sugar?
