This article examines the content and practical implementation of “embedded liberalism” in the postwar period and how this system fell apart. It traces the professional trajectory of Stephen Marris, a high-ranking international civil servant at the Organisation for Economic Co-operation and Development (OECD). Despite being a “Special Economic Advisor” to the Secretary-General, S. Marris was later erased from official historical records after being designated person non grata in 1983 at the height of the Reagan-Thatcher era. This article will analyze the evolving economics of support for charismatic leadership over a period of thirty years, and more specifically, the transgovernmental networks that helped to consolidate the financial and monetary centers of member States.
