The activities carried out in public hospitals are now financed by the entry into force of the price per activity system. This in turn has established that there is a contradiction between encouraging productivity at the local level and managing expenditure at the national level. Furthermore, this system incites competition – between establishments and within them – rather than cooperation and amalgamation. Lastly, it has evidenced that the main potential for gains in regards to productivity – payroll – has been exhausted because almost all employees are civil servants.
