Proposals for an observatory of (mental) health coercion and liberties

Psychiatry and liberty have a paradoxical relationship. While the objective of care is undoubtedly to promote human liberties, the means used all too often restrict them. Especially since practices of restriction of freedom in psychiatry are used differently according to the service in question, and have been increasing constantly for years. Many actors in the field of mental health are calling for the creation of an observatory of these practices. The World Health Organization Collaborating Centre for Research and Training in Mental Health runs a working group within a Health Care Cooperation Consortium, and organized a European workshop on this theme. In this article we present the conclusions of this workshop on various issues and proposals for the creation of an observatory of coercion and liberties in psychiatry.
