The emergence of civil society in Vietnam is closely connected with the arrival of the Internet at the end of the 1990s. When viewed from a neo-Gramscian perspective, this arrival reveals not only the deep reconfiguration of public spaces and their relations with power, but also the constant metamorphosis of Vietnamese authoritarianism when faced with the new challenges posed by civil society.
