Le 27 juin 1991, la guerre éclate en Slovénie. François Mitterrand et Roland Dumas demandent au directeur d’Europe du Quai d’Orsay d’effectuer une mission d’information directe et de contacts en Yougoslavie afin d’établir une politique française et européenne. Les entretiens montrent que le Président et la diplomatie française ont des représentations obsolètes de la situation yougoslave, encourageant une politique européenne hésitante.

On the 27 th June 1991, the war breaks out in Slovenia. François Mitterrand and Roland Dumas request the Europe’s director of the French Foreign Office to carry out a direct information and contacts mission in Yugoslavia in order to establish a French and European policy. The meetings show that the President and the French diplomacy have obsolete representations of the Yugoslav situation, encouraging a hesitant European policy.
