L’article analyse les modalités de gestion du dossier des armes à sous-munitions par les fonctionnaires de la Division « maîtrise des armements » de l’état-major des Armées. Fermement opposés à l’interdiction de ces armes, les militaires français sont parvenus à construire une position qui justifie le maintien d’un statu quo sur la question. Cette position fait l’objet d’un large consensus entre militaires et diplomates, entre fonctionnaires et politiques. En se penchant sur les conditions de diffusion de cette qualification du problème dans le système politico-administratif français, l’article montre comment la technicisation du problème par les militaires correspond à un travail de « transcodage juridico-technique » qui doit son succès, non pas à une « activité de décision fictive » du politique, inhérente à un mode de « gestion technocratique », mais plutôt à la prise en compte des injonctions auxquelles le politique est soumis. Vu sous cet angle, le travail de technicisation mené par les services administratifs correspond moins à un travail de dépolitisation qu’à un travail d’a-politisation pour évacuer la dimension politique du dossier.

Technisization, a silent way of doing politicsThis paper deals with the conditions and the ways in which the French Ministry of Defense works on the subject of cluster munitions. Strictly opposed to a specific ban on these weapons, civil servant of the headquarters managed to build a position which justifies the upholding of the status quo on the issue. A broad consensus emerged on this position among diplomats and military actors, among administrations and political decision-makers. This paper focus on the conditions of the diffusion of this characterization of the problem in the French politico-administrative system. It shows how the humanitarian issue of cluster munition is reframed into a technical one which owes its success, not to a fictitious business decision of politics inherent in a technocratic model of decision-making, but rather to the consideration of political imperatives. Therefore, increase the technicality of the issue does not correspond here to a “depoliticization” but rather to an “a-politicization” which intends to make the political aspects of the problem disappear.
