France’s Strategic Review was an effective and well-conducted exercise in style. Nevertheless, numerous issues have yet to receive responses worthy of the name, beyond those that have been expressions of political intent. The true ambitions of the review will never be achieved unless the future military planning law gives them the necessary budget and that the law continues to be applied over the long term.
