Public administration between inclusion and accessibility: A conceptual clarification

Public administration operates under constant tension between a collective approach, aiming to satisfy the greatest number, and an individual approach, which tends to consider the needs of specific target groups. The present contribution analyzes the evolution of the relationship between the administration and its public, while providing a conceptual clarification of the notions of inclusion and accessibility. The semiotic square is used as an exploratory tool in a structured approach to these two concepts. The semiotic component allows for a better understanding of the links between the administration and the public in light of the fundamental principles that govern state action.
