Studies on the transformation of defense policies over the past 30 years has mostly emphasized technological and strategic factors. The goal of the article is to highlight the role played by political and social changes in shaping these policies. In most developed countries the different dimensions of defense policy have undergone a process of economic and political-cultural liberalization that has significantly modified their meaning. The resulting varieties of liberal militarism challenge the notion of policy convergence in the defense field.
