| Summary, etc. | La « politique familiale » est une politique complexe par nature car elle recouvre une multitude d’objectifs qui se sont stratifiés au fil du temps, impacte de nombreux domaines et repose sur de nombreux acteurs aux modalités d’intervention diverses. Le jeu d’acteurs qui en découle, au sein duquel l’État joue un rôle prépondérant, est malaisé, nuit à la cohérence et à la lisibilité du système et souvent à son efficacité. Les hésitations entre décentralisation et déconcentration, la libéralisation du secteur des services, les concurrences qui en procèdent amplifient ces errements et impactent les usagers.Cette politique familiale de plus en plus compliquée à mettre en œuvre mêle désormais des intervenants de plus en plus nombreux sans que pour autant sa cohérence soit organisée autour d’un pilote ou d’un chef de file. Émergent dès lors, soit au sein des organisations et des caf en particulier (polyvalence, processus, mutualisation…), soit à l’extérieur (maisons de service public, néo-services publics…), des tentatives d’organisation coordonnées et finalisées. Pour l’essentiel segmentées sur des objectifs précis, ces organisations ne répondent pas aux besoins de proximité, de globalité et de transversalité auxquels devrait s’attacher un vrai service public des familles. |

| Summary, etc. | “Family policy” is a complex policy by its very nature, as it covers a multitude of objectives that have been stratified over time, impacts many areas and relies on many actors with different modes of intervention. The resulting interplay of actors, in which the State plays a predominant role, is complex, undermines the coherence and legibility of the system, and often its effectiveness. The hesitations between decentralization and deconcentration, the liberalization of the service sector, and the resulting competition amplify these errors and impact users.This family policy, which is increasingly complicated to implement, now involves more and more players, but its coherence is not organized around a pilot or a leader. As a result, attempts at coordinated and finalized organization are emerging, either within organizations and the cafs in particular (multi-skilling, processes, pooling, etc.) or externally (public service centers, new public services, etc.). For the most part, these organizations are segmented by precise objectives and do not meet the needs of proximity, comprehensiveness and transversality that a true public service for families should meet. |
