Summary, etc. | RésuméCet article traite de la filiation entre les prescriptions de la Banque mondiale – décrites au travers de certaines expériences relatées dans les articles de ce numéro – et la vie politique américaine. Il met en évidence le principe de la participation inscrit au programme de la gouvernance qui cherche à assurer un nouvel équilibre entre démocratie de participation et démocratie de représentation, à l’image de la culture politique américaine. Deux particularités sont soulignées : la non-existence d’un intérêt général défini par l’État central au profit d’un équilibre entre pouvoirs et contre-pouvoirs ainsi que la quête d’une certaine connivence entre secteur public et secteur privé dans le cadre de toute politique d’aménagement.La conclusion souligne combien la participation de la société civile dans les processus de décision exige un sérieux temps d’apprentissage (voire peut-être une révolution en faveur d’une culture délibérative) pour acquérir les méthodes et outils de la négociation. |

Summary, etc. | This article deals with the links between the World Bank’s policies – drawing on some of the studies published in this issue – and American political culture. It demonstrates the principle of participation in the political process, as seen in American society, through which a new equilibrium between participative democracy and representative democracy will be established. Emphasis is placed on two specific elements : the absence of an officially defined public interest, permitting a system of checks and balances, and the opportunity for collusion between public and private sectors when dealing with all development policies. Its conclusion underscores the extent to which the participation of civil society in the decision-making process requires a long period of apprenticeship (perhaps even a revolution in favour of a new form of political representation) which will permit the acquisition of methods and tools of negotiation. |
