| Summary, etc. | RésuméLes réformes du secteur électrique qui se mettent en place partout dans le monde privilégient le modèle anglo-saxon de régulation : la création d’agences régulatrices « indépendantes », le face-à-face entre l’entreprise et le régulateur, et la définition de mécanismes incitatifs supposés modeler le comportement des acteurs. À partir d’une recherche empirique réalisée dans l’État de Nueva Esparta au Venezuela, ce texte analyse les conflits liés à la mise en place d’un tel modèle : dans un contexte de fortes déficiences quantitatives et qualitatives du service, s’avère-t-il un instrument efficace de changement ? La création d’un service public efficient et de règles du jeu acceptables par tous pose des problèmes qui débordent largement les questions techniques de la régulation économique et relèvent plutôt d’une problématique de gouvernance. Loin des surenchères de Guash et Spiller, rêvant d’éliminer toute marge de décision discrétionnaire, l’expérience révèle au contraire la nécessité d’un processus d’apprentissage réciproque et conflictuel, entre des acteurs beaucoup plus divers que ne le laisse croire le supposé face-à-face régulateur/régulé, ainsi que sa dimension fondamentalement politique. |

| Summary, etc. | Regulation or governance: Création of a regulatory environment for the electricity service in VenezuelaThe Anglo-Saxon system of regulation has been adopted throughout the world as the preferred option for reforming the electricity sector. This system includes the creation of « independent » regulatory agencies, of face to face relations between companies and regulator, and the définition of incentives for monitoring the behaviour of sector companies. Based on an empirical study carried out in the State of Nueva Esparta in Venezuela, this article analyses the conflicts arising from this system : in the context of major deficiencies in both the quality and the quantity of electricity services, is regulation effective in bringing about change ? The establishment of an efficient public service and of universally acceptable rules creates new problems which go beyond the technical issues involved in regulating the electricity market and which raise questions about the way to control the market. Far from the exaggerated position taken by Guash and Spiller, who sought to eliminate ail opportunity for discretionary decision-making, this study reveals the need for a wider process of reciprocal and conflictual apprenticeship for all organisations involved than that foreseen in the relationship « regulator/regulated », and its political dimension. |
