Summary, etc. En 1866, une grave famine au Bengale et en Orissa produit une crise migratoire à Calcutta, la capitale de l’Inde sous domination coloniale britannique. Face à l’ampleur de la crise sociale, à l’inertie de l’État colonial et au risque pour l’ordre public et sanitaire, les élites urbaines et la municipalité organisent à l’échelle de la ville un fonds de secours aux affamés. Cet article revient sur le contexte, la formation et le travail de ce fonds de secours, en interrogeant la notion d’économie mixte de l’assistance au regard des spécificités du moment colonial en Inde, et en particulier au Bengale, au XIXe siècle. Il montre que le fonds de secours opère comme une interface d’urgence, où se négocient les intérêts, à la fois contrastés et convergents, des acteurs publics et privés, du gouvernement et de la municipalité, des élites urbaines britanniques et bengalies. Il montre aussi que l’objectif étant de sécuriser l’ordre urbain et de refouler hors de la ville les migrants réduits à l’indigence, la ligne de partage passe moins entre acteurs publics et privés qu’entre élites urbaines et subalternes ruraux.

Summary, etc. In 1866, a severe famine in Bengal and Orissa generated a migration crisis in Calcutta, the Indian capital under British colonial rule. To address the welfare crisis, as well as the inertia of the colonial state and the risk to public order and health, the urban elites and the municipality organised a city-wide emergency fund for the famine population. This article reviews the context, formation and work of this emergency fund, examining the concept of a mixed economy of assistance in the light of the specific characteristics of the colonial context in India, and Bengal in particular, in the 19th century. It demonstrates that the emergency fund operated as an emergency interface to negotiate the interests, both contrasting and convergent, of public and private players, the government and the municipality, and the British and Bengali urban elites. It also shows that, since the objective was to ensure order in Calcutta and push migrants reduced to begging out of the city, the dividing line was less between public and private players than between urban elites and rural subordinates.
