Summary, etc. RésuméEn 1789 et 1790, les Constituants voulaient créer des circonscriptions entièrement nouvelles, égales entre elles, de dimensions harmonieuses et superposées aux espaces hérités et vécus, et à la géographie physique. Elles ne pouvaient servir qu’à rassembler et administrer des groupes de contribuables et de citoyens-électeurs soumis aux seuls intérêts nationaux et supposés sans intérêts propres. Ni le passé, ni les préoccupations locales, ne pouvaient s’accommoder de telles idées. Les Constituants ont transigé et créé quelque 41 000 communes et municipalités, mais en même temps l’État a engagé une politique de « réunion » des communes entre elles. Durant le xixe siècle, les représentants de l’État ont invité les citoyens des campagnes à se regrouper. La correspondance permet de mesurer l’incompréhension entre les parties et de comprendre en quoi consistait l’« esprit de localité ». Pour la première fois dans l’histoire, on demanda aux habitants des campagnes pourquoi ils voulaient vivre dans telle collectivité.

Summary, etc. In 1789-1790, Constituants wanted to create new circonscriptions intended to be harmonious in size and geometric in shape. They did not take history and geography into account. They gathered groups of citizens and taxpayers in order to submit them to the interest of the Nation rather than considering individual interests. But historic and local interests did not accept this process. Constituants had to change their minds, and they eventually created 41,000 communes and municipalitie. However, the Government quickly initiated a policy of municipal merging. Throughout the 19th Century, Government representatives and rural citizens confronted each other. The study of the mail they exchanged reveals their various conceptions of local community. For the first time in History, these citizens were asked which community they wanted to belong to.
