| Summary, etc. | Le secteur brésilien du gaz de pétrole liquéfié (GPL) a connu des changements majeurs au cours des dernières décennies. Le fait que le prix du GPL soit très important pour un grand nombre de ménages au Brésil a impliqué que le marché de ce produit a été historiquement sous la surveillance étroite des autorités gouvernementales. Secteur fortement contrôlé, il a été déréglementé au moment des réformes de libéralisation des années 1990. Par la suite, il est devenu essentiel d’appliquer une politique de concurrence protégeant l’intérêt des consommateurs. Cet article analyse l’évolution des marchés du GPL au Brésil dans une perspective historique et institutionnelle, en considérant des facteurs tels que l’action de la politique de la concurrence, les questions de réglementation et la structure du marché. La mise en place d’un environnement concurrentiel pour le GPL s’est faite dans un marché très concentré. Néanmoins le marché a continué à se développer après la libéralisation avec la diffusion du GPL dans les foyers brésiliens. Les fusions entre entreprises dominantes augmentent potentiellement le risque d’abus de pouvoir de marché et de formation de cartels. Les récentes procédures antitrust attestent l’efficacité du droit brésilien de la concurrence en ce qui concerne l’industrie du GPL. |

| Summary, etc. | The Brazilian sector of liquefied petroleum gas (LPG) underwent major changes in the last decades. The fact that LPG price is very important for a large number of households in Brazil has implied that the market of this product has been historically under close supervision by governmental authorities. After having been a heavily regulated sector, it was deregulated at the time of liberalization reforms in the 1990 s. Thereafter, it became essential to enforce competition policy protecting consumers’ welfare. This paper analyzes the evolution of the LPG markets in Brazil under a historical and institutional perspective, considering factors such as the effects of competition policy, regulatory issues and market structure. The establishment of a competitive environment for LPG faced a highly concentrated market. However, the market continued to expand after liberalization with the dissemination of LGP in Brazilian households. Mergers between dominant firms potentially increased the risk of abuse of market power and cartel formation. The recent antitrust cases attest to the effectiveness of Brazilian competition laws concerning the LPG industry. |
