| Summary, etc. | Alors même que le discours de nombreux observateurs converge vers une complexité accrue, ces dernières années, de l’accompagnement des enfants et adolescents, qualifiant une partie d’entre eux d’adolescents difficiles ou en difficultés, il nous semble que, pour une part, ce sont les organisations, chargées de l’accompagnement et les acteurs qui les composent qui sont mis en difficultés par ces accompagnements. Ces difficultés nous semblent notamment liées au manque de précision dans les ambitions politiques des organisations qui accompagnent ces jeunes ainsi qu’à des délégations de service public insuffisamment travaillées. Après une régulation du secteur par les professionnels, puis aujourd’hui par les administrations, nous souhaitons mettre à l’œuvre la construction d’une régulation coopérative en action sociale et en protection de l’enfance en particulier. Celle-ci doit permettre une meilleure prise en compte des jeunes par la cité. |

| Summary, etc. | Protection of Minors: Reviewing the Outsourcing of a Public Service Much of the discussion of support for children and adolescents, describing some as difficult adolescents or adolescents in difficulty, has become increasingly complex these last few years. However, it seems that it is the organizations responsible for the follow-up, and the agents within them, who are put in a difficult position by such follow-up support. These difficulties seem to be related in particular to the lack of precision in the political ambitions of the organizations that follow these young people, as well as to insufficiently thought-out outsourcing by the public service. After the regulation of this area by professionals, and then today by administrations, we would now like to set up the creation of a cooperative control over social action, and of the protection of minors in particular. This should enable better social accountability for young people. |
