Summary, etc. | RésuméBien que les pratiques d’hébergement à titre gratuit, majoritairement familiales, soient attestées à peu près dans tous les quartiers populaires des métropoles du Sud, elles constituent un véritable angle mort de la recherche sur le logement et les dynamiques résidentielles.Les nombreux hébergés des quartiers populaires de Santiago du Chili, ceux que l’on appelle les allegados, échappent toutefois à cette méconnaissance. Dans ce pays où le droit à la propriété du logement n’a eu de cesse d’être affirmé, l’hébergement est considéré comme un drame social, résultat des fortes contraintes imposées par la politique du logement de la dictature militaire. Cette interprétation résolument univoque doit être nuancée: ce mode d’habiter ne peut être perçu seulement comme un ajustement entre offre et demande de logement, dans un contexte de pénurie et de crise. Il semble relever aussi d’arbitrages effectués par les ménages, notamment dans le cadre de leurs projets d’accession à la propriété. |

Summary, etc. | Shared Lodging: a residential status caught between constraints and arbitrages. The allegados in Santiago de ChileAlthough the practice of shared lodging, for the vast majority of cases within the family, has been noted in almost all working-class neighbourhoods in Southern metropolises, research on housing and residential dynamics has in fact ignored this aspect of urban life. This blind spot does not include the allegados, as many people living in free accommodation are called in the poor neighbourhoods in Santiago de Chile. In a country where the right to home ownership is continually upheld, shared lodgings are seen as a social tragedy, resulting from the tough constraints imposed on housing policy by the military dictatorship. This unequivocal interpretation deserves to be re-evaluated: shared lodgings should not be seen merely as a way to fine-tune housing supply and demand in a situation of penury and crisis, without taking into account arbitral arrangements by households, with particular reference to their desire to become property-owners. |
