| Summary, etc. | Notre propos, partant d’une démarche intempestive, est de considérer l’incertitude comme une vertu nécessaire à la lutte contre le terrorisme. Dire cela, ce n’est pas proposer que la lutte contre la menace terroriste soit basée sur une méconnaissance de la nature d’une menace complexe et qui fait du secret et de l’anonymat, comme l’illustre la figure des loups solitaires, ses points de force, c’est considérer que le besoin des politiques de lutte contre le terrorisme de réduire le plus possible leur degré d’incertitude conduit principalement à des dérives sécuritaires majeures qui donnent lieu en particulier à la généralisation des mesures de surveillance des citoyens. En d’autres termes, derrière le besoin de certitude des politiques de lutte contre le terrorisme se profilent l’objectif du zéro risque et l’émergence de la notion d’individu dangereux, notion qui fait de chaque citoyen un terroriste potentiel. En sollicitant les travaux sur le concept de gouvernementalité libérale de Michel Foucault et en faisant appel à la notion du vide stratégique de Philippe Baumard, à celle de l’interdiction de l’événement de J. Baudrillard et à la politique de l’inimitié d’Achille Mbembe, ainsi qu’au concept de securitisation, qui considère la sécurité comme une construction politique, nous proposons de comprendre, à partir d’une approche critique, comment les politiques de sécurité, en adoptant une posture de recherche de la certitude absolue, ont instauré une société du contrôle, du soupçon et de la surveillance généralisés Notre démarche vise aussi à souligner les vertus, dans la compréhension du terrorisme et la stratégie antiterroriste, d’une éthique de l’incertitude, selon laquelle la recherche de la vérité ne dériverait pas vers un besoin de certitude absolue, mais vers une audacieuse approche critique de la vérité. |

| Summary, etc. | Starting from an untimely approach, our purpose is to consider the uncertainty as a necessary virtue in the fight against terrorism. To say this is not to suggest that the fight against the terrorist threat is based on a misunderstanding of the nature of a complex threat that makes secrecy and anonymity, like the figure of the lone wolves, its points of strength, but to consider that the need for counter-terrorism policies to reduce their degree of uncertainty as much as possible leads mainly to major security drifts that give rise in particular to the generalization of surveillance measures of citizens. In other words, behind the need for certainty in counter-terrorism policies lies the objective of zero risk and the emergence of the notion of the dangerous individual, which transforms every citizen into a potential terrorist. By soliciting the works on the concept of liberal governmentality of Michel Foucault and by calling upon the notion of the strategic void of Philippe Baumard and the prohibition of the event of J. Baudrillard and Achille Mbembe’s politics of enmity, as well as the concept of securitization, which considers security as a political construction, we propose to understand, from a critical approach, how security policies, by placing themselves under the sign of the search for absolute certainty, have established a society of control, suspicion and generalized surveillance. Our approach also aims at underlining the virtues, in the field of understanding terrorism and counter-terrorism strategy, of an ethics of uncertainty where the search for truth does not drift towards a need for absolute certainty, but a courageous approach to the critique of truth. |
