| Summary, etc. | Depuis une dizaine d’années, les services publics introduisent des démarches d’innovation d’un genre inédit, rompant formellement avec les réformes managériales jusqu’alors déployées. Si les formes concrètes que peuvent prendre ces initiatives semblent variées, elles n’en investissent pas moins des techniques partageant un même air de famille et se placent volontiers sous la bannière du « design de service ». Mais selon quelles modalités ? Sur la base de quelles problématiques ? Avec quelles visées et quel contenu ? Dans le cadre d’un projet ANR de recherche entièrement consacré à ces nouvelles formes d’innovation publique (FIP), les auteurs de cet article se proposent de brosser à grands traits les contours de ce paysage inédit. En recensant plus de 200 cas menés depuis les dix dernières années dans des institutions publiques très diverses, l’enjeu est ici de fournir aux lecteurs un descriptif du phénomène d’émergence de ces innovations « par le design », depuis lequel quatre types de FIP sont mises en évidence. |

| Summary, etc. | Over the past decade, public services have introduced innovative approaches of a new kind, formally breaking with the managerial reforms hitherto deployed. The concrete forms that these initiatives can take seem varied, but they invest techniques sharing a similar family resemblance, with a same banner of « service design ». But in what extent do they share such an assertion ? Based on which issues ? As part of an ANR research project entirely focused to these new forms of public innovation (FPI), the authors of this article suggest to outline the main feature of this unprecedented landscape. From a 200 case database, the challenge here is to provide readers with a description of the phenomenon of the emergence of these innovations « by design » carried out over the last ten years in very different public institutions. Four types of FPI are identified. |
